Burkina: the new partnership framework 2026-2031 with the World Bank aligns with the priorities of the RELANCE Plan

Ouagadougou, 2 Oct 2026 (AIB) – Burkina Faso and the World Bank Group officially launched Friday the new Country Partnership Framework (CPF) 2026-2031, oriented towards cooperation in line with the priorities of the National Development Plan “RELANCE” 2026-2030.
According to the Government of Burkina Faso, this new framework aims to make cooperation with the World Bank an instrument to support national priorities, particularly in the areas of health and education, energy, agricultural productivity and food security.

” Development cooperation makes sense when it comes to supporting this national ambition and not replacing it,” said the Minister responsible for the Budget, Fatumata Bako/TraorĂ©, representing the Minister of Economy.

He explained that the new CPF should enable the mobilization of skills, funding and know-how to serve the priorities defined by Burkina Faso.

The first priority is health and education, with the aim of strengthening human capital and improving people’s access to essential social services.

The second concerns access to electricity, which is presented as a condition for enterprise development, raw material processing, industrialization and job creation.

The third axis concerns agricultural productivity and food security, in connection with the ambition to make agriculture an engine for economic transformation and to strengthen food sovereignty.

The Deputy Minister also stressed the flexibility provided for in the terms of intervention of the new framework, in order to allow adaptation to the changing national context and the needs of the population.
.
Comrade Bako stressed the need to ensure effective project implementation, efficient use of mobilized resources and regular monitoring of their impacts.

“The title of our new strategy is clear and reflects our common ambition: to consolidate the gains, to promote growth and above all to foster the creation of jobs for youth,” said West and Central Africa’s Vice President Ousmane Diagana at the launch ceremony.

According to Mr Diagana, this new partnership framework is the result of a participatory process, based on the evaluation of the previous framework, the systematic diagnosis of the country and a dialogue with the Burkina Faso government.

It also welcomed Burkina Faso’s efforts to mobilize domestic resources, noting that external financing alone could not cover all the country’s development needs.

He recalled that the previous framework, implemented in a context of security and humanitarian crises, as well as several global shocks, had produced results in several areas, including education, health, energy and agricultural production.
